Generally when this happens the time you were not present is simply counted as unrated time. Now the human factor comes into play. Is this a deserving Soldier that has done a great job and should they be penalized because senior leaders failed to ensure they received the correct type of report before their previous rater left.

Read AR 623-3 and DA PAM 623-3 as it pertains to non-rated time.
