What goes in the Plan of Action block when a Soldier Fails to Report?

I have a Soldier who I counseled for being late but I always have problem with the plan of action and the leaders responsibility block. Do you have any ideas?

Many Leaders struggle with the Plan of Action and Leader’s Responsibility sections. The best advice I can provide is to think through the issue and determine what your goal is. When you have identified the goal, develop steps to achieve that goal. In this case you want your Soldier to be on time. Find out what motivates this Soldier and use it to correct his substandard performance.

You must also understand how to use corrective training properly. Corrective training must be in line with the substandard performance, designed to correct the substandard performance, and must be terminated once the Soldier can perform the task to standard.
