Generally there is nothing that prevents a Soldier from maintaining a room in the barrack but choosing to reside off post without obtaining separation rations and/or BAH
However if performance drops the chain of command could revoke pass privileges and have the Soldier remain on post.
Usually living off post is not an issue…if it is it can usually be adequately address by speaking with the chain of command.
You may want to consider speaking with the 1SG and/or Commander on open door policy.
