Are there new rules for adding campaign stars to the Iraq and Afghanistan Campaign Medals?

My NCO told me I can add another campaign star to my Afghanistan Campaign Medal. Is this true?

Not so much new rules, but the Department of Defense has established new campaign phases for the ICM and ACM. Therefore, some Soldiers may be eligible to add additional campaign stars to their medals. The new campaign phase for the ICM is “New Dawn”. The new campaign phase for the ACM is “Consolidation III.”  The resulting campaign phases for the ICM and ACM are as follows:

Iraq Campaign Medal

Liberation of Iraq, Mar 19, 2003 to May 1, 2003
Transition of Iraq, May 2, 2003 to Jun 28, 2004
Iraqi Governance, Jun 29, 2004 to Dec 15, 2005
National Resolution, Dec 16, 2005 to Jan 9, 2007
Iraqi Surge, Jan 10, 2007 to Dec 31, 2008
Iraqi Sovereignty, Jan 1, 2009 to Aug 31, 2010
New Dawn, Sep 1, 2010 to a date to be determined

Afghanistan Campaign Medal

Liberation of Afghanistan, Sep 11, 2001 to Nov 30, 2001
Consolidation I, Dec 1, 2001 to Sep 30, 2006
Consolidation II, Oct 1, 2006 to Nov 30, 2009
Consolidation III, Dec 1, 2009 to a date to be determined

    As long as you meet the requirement for each phase, you qualify for the campaign star. But once you’ve earned a star for that phase, you cannot earn it again. Therefore, you would have four stars, not five.

    Do the stars count for multiple deployments under the same phase, or multiple phases on the same deployment? I deployed during National Resolution and remained into Iraqi Surge. I deployed again during Iraqi Sovereignity, which was still underway when I started my third deployment and ended under New Dawn. Each deployment in each phase involved well over the thirty consecutive days required for a star, but it seems a little iffy to receive four stars for three deployments, possibly five if I count a second deployment under the same phase.
