Is it legal to keep the soldiers SGLV and DD 93 in their Counseling packets?

See the specific information contained in AR 25-22, The Army Privacy Program. Generally the Soldier has to sign a document allowing an individual to maintain copies of all privacy information including PII. Even leader books should have a privacy act statement signed. Usually the unit maintains a counseling and administrative file at the unit headquarters. This should by my understanding contain a signed privacy act statement. For a specific answer with an exact reference I would recommend contacting your S-1 and/or the local IG.
