Odds are your leader is using the wrong term. Your pass privileges were probably revoked by the commander. This is an administrative action and not restriction and is totally legal. Please check out our YouTube video on privileges at: https://www.youtube.com/watch?v=-fqjLmF-sCY
There is no official requirement to be counseled however it would be a good idea to do so. Keep in mind only a commander can revoke your pass privileges NCOs cannot. They can only recommend. Finally they do not need a counseling statement to recommend an Article 15.
