Can an E-4 squad leader counsel other E-4s in his squad?

I am currently an E-4 non-promotable in a squad leader position. I will be going to the board within the next 2 weeks and picking up my (P). For the time being, I was wondering about the rules that might cause me any grief or problems with writing End of Month, negative, or any other type of counselings for the members of my squad. Any input I can get on this would be a great help.

See AR 600-20 and FM 7-22.7 regarding authority specifically command authority and general military authority.

AR 600-20 also contains information on the structure of rank and how it works.

Bottom-line: If you have been appointed as squad leader by the chain of command you have the authority to do what is required to execute your duties. You can counsel those Soldiers you outrank. If a soldier outranks you by time in grade, refer this matter to your platoon sergeant. It would be best for another individual to counsel this Soldier until you achieve promotable status. I also suggest you ask the platoon sergeant to review your counseling statements prior to showing them to your Soldiers.
