The Evaluator - Army Evaluation & Counseling Guide

Short Answer

No, as long as your current uniform is serviceable.

Reference DA PAM 670-1

According to DA PAM 670-1 dated 10 April 2015 the mandatory possession date for the new APFU is 1 October 2017.  Until that time you are authorized to wear the previous
PT Uniform.

No Individual can order you to purchase items if the current items are authorized for wear and are serviceable.

At times leaders may face pressure from other leaders to strongly encourage subordinates to purchase new uniform items.

However you choose to handle this be calm, factual, and professional, do not become emotional charged about the issue
