The 1SG is counseled by their rater and senior rater like any other leader receiving and evaluation report. Typically the Rater is the Company Commander, and the Senior Rater is either the BN XO, or BN CDR.

With that said some CSMs provide verbal or written guidance to the 1SG. If this is the case and there is a conflict between what the rater has directed and the CSMs guidance then the 1SG needs to seek clarification.
