Is it true when a new leader takes over I get a fresh start and my previous counselings no longer matter?

The comprehensive guide to the Military Decision Making Process (MDMP)

This response is provided based on the information you shared and should not be used as the sole source for making a decision. You should seek guidance from the chain of command, IG, JAG or other certified agencies before making any decisions. How you chose to use this information is totally up to you and is your sole responsibility.

No regulation states this. Every counseling statement should remain a part of your record while assigned to that unit. Once you leave the unit your counseling packet should be destroyed or in the case of a rehabilitative transfer it should be sent to the gaining unit.

The footer on the DA FORM 4856 specifically states: This form will be destroyed upon: reassignment (other than rehabilitative transfers), separation at ETS, or upon retirement. For separation requirements and notification of loss of benefits/consequences see local directives and AR 635-200.

What may be happening in this situation is that the new NCOIC is stating that they are going to look at everyone with a fresh start and ensure they receive a fair and just assessment. However, they should not discard or remove counselings from the counseling packet and destroy them.

HOPE THIS HELPS

Respectfully,
