This is a two part regulation,
- Part one concerns Army Safety Program Management Functions by addressing general Army Safety Program management functions necessary for sustaining all phases and operations of the Army whether at the garrison, during contingency operations or in wartime conditions. Throughout this regulation, the term ‘Army Headquarters’ includes Army commands (ACOMs), Army Service component commands, direct reporting units, and the National Guard Bureau.
- Part two concerns Sustaining the Soldier by addresses those special Army Safety Program management functions that are appropriate to sustaining the Soldier during training, mobilization, and tactical and field operations in the garrison or during contingency and wartime conditions. Sustaining the Soldier presents unique challenges due to the duties, the intensity of training, and the fact that they are Soldiers 24 hours a day, 7 days a week. The principles and concepts stated in this part can be applied to DA Civilians as well.
