This regulation prescribes the policies and mandated operating tasks for the leave and pass function of the Military Personnel System. BLUF:
The Army usually just does not allow a Soldier to take leave.
Depending on the type of unit they may have block leave and Soldiers can usually only take leave during this time.
However, if it is an emergency there is such a thing called emergency leave that the Soldier can take.
If the unit does not have a lot going on and the Soldier is not necessarily required at his/her place of duty then the Commander can authorize leave.

Consider speaking directly with your husband and finding exactly why he cannot take leave. As a last resort only you might consider calling his 1SG/Commander and discuss the issue with them. Keep in mind when you speak with them you need to be calm, professional, and factual. Keep in mind they do not have to speak with you at all. If you turn them off most likely they will not speak with you again and it might make things difficult for your husband.
