This regulation establishes the Army Personnel Development System as prescribed by AR 5-22. It prescribes policies and responsibilities for personnel developers’ involvement in the Army’s personnel system and the composition and mission of the HQDA Personnel Development General Officer Steering Committee, Officer Personnel Management System Council of Colonels, and the individual personnel developer committees and boards.
