This regulation establishes policies and procedures associated with the multimodal components of the Department of Defense Transportation Engineering Program that includes the highways, railroads, and ports for national defense programs. This regulation implements DODD 4510.11. It provides guidance and procedures on obtaining installation transportation engineering studies (evaluations of marine ports, terminals, and other modal facilities) and transportation engineering guidance related to DOD force transportation/deployment. The DOD Engineering for Transportability and Deployability Program, also included in DODD 4510.11, has its own implementing regulation and therefore is not discussed further in this document.
