My chain of command frequently puts out information after 2000 hours is there anything I can do to get them to do it during formation or a reasonable hour?

Unfortunately there is nothing that prevents this. In some cases units receive critical information that must be past on immediately, in other cases it is inexperienced leaders sharing information as soon as they get it and not thinking about the Soldier.

There are times when information needs to be past along but if it is happening frequently there is a leadership issue involved. You could think about speaking with the chain of command or you could consider making an anonymous IG complaint and see if that helps.
