I am not aware of any Army regulation that requires mechanics to be qualified on the equipment they support.  However, this could very easily be a local policy or verbal directive from a commander.

For example, I requested and my commander supported a policy letter required every Soldier/NCO in the unit had to be licensed to operate each piece of equipment in our unit.  Ensuring your unit is trained on and able to operate vehicles and equipment at the basic level is necessary for unit readiness.
