This Instruction establishes requirements for flight and ground operations involving all contracted work performed on aircraft where this Instruction is incorporated as a contract requirement, as well as procedures to be followed by Government Flight Representatives. It also establishes policy and procedures to be followed by GFRs. It also describes the content of the contractor’s aircraft flight and ground operations procedures and approval for these Procedures. It provides for the delegation of authority for such approvals, regardless of Service affiliation.
