This is Annex B of the Stop Loss/Deployment Policy Updates Implementation Guidance to Fragmentary order (FRAGO) 004 to Operations Order (OPORD) 09-128 Stop Loss/Deployment Policy Updates and Stop Loss Special Pay. It states its purpose as to provide implementation instructions for units mobilizing. Soldiers assigned to a unit mobilizing on or after 1 AUG 09 whose Expiration Term of Service (ETS) date, separation date, or retirement eligibility (20 qualifying years) date is 90 days prior to the unit’s mobilization date, through the mobilization order period plus 90 days will no longer be subject to Stop Loss in accordance with (IAW) Annex C and G. Army Reserve Soldiers (officer and enlisted) must complete the entire period of mobilization plus 90 days prior to reaching their contractual ETS and/or mandatory removal date. Officer appointments are for an indefinite term of service and officers will mobilize with their unit as ordered.
