Purpose: This regulation establishes U.S. Army Corps of Engineers (USACE) policy and doctrine for development and implementation of a comprehensive quality management system (QMS) focused on the achievement of customer satisfaction and continual improvement. The QMS applies to the management of all USACE work and integrates and facilitates the implementation of existing project management, quality management, quality assurance/quality control (QA/QC), and strategic planning processes.
