There is nothing that prevents Soldiers from Marching in civilian clothes.

The purpose for Marching is to move Soldiers from one location to another in an orderly manner.

If uniformity is required for the formation typically the leader will direct anyone not in the required uniform to fall out and report to another Leader or location.
