How does the NCOER counseling process work?

Can you please explain exactly how the NCOER counseling process works?

The Evaluator - Army Evaluation & Counseling Guide

Within the first 30 days you must receive an initial counseling which is documented on the DA Form 2166-8-1 from your rater.  The use of the support form is mandatory. Your rater and senior will provide a copy of his/her support form.

Once the initial counseling is complete, the support forms is forwarded to the senior rater.  The senior rater conducts a review to ensure the counseling meets the standard. Once this is done the forms are returned to the rater. The rated Soldier receives a copy of the original support form

After the initial counseling you will be counseled quarterly for the remainder of the rating period.

The rater will complete his portion of the evaluation and forward it to the senior rater. The senior rater will review the report, complete his portion and then obtain the rated Soldier signature.

At the completion of the rating period you should have an initial counseling, a support form with your initials, the rater’s initials, the senior rater’s initials  and quarterly counseling/semi annual sessions documented on the support form.
