Your assignment manager is provided assignments to fill and usually works hard to fill them with Soldiers who desire those locations. Unfortunately that is not always possible.
You might consider calling your assignment manager to see if they have some other options.
The bottom line is that they do not have to assign you in accordance with your choice. They do the best they can!
If you choose to call your assignment manager be factual, professional, and polite.
