Can the commander dictate or mandate Retired Soldiers to do group PT?

There is nothing that prevents the commander from directing the retiree recall to participate in physical fitness training even if they have a profile.  However these individuals will not take part in the Army Physical Fitness Test.  AR 350-1 states

G-9k(4) Recalled retirees are not required to take the APFT. However, retirees must maintain a personal physical readiness PRT program in order to stay within Army body composition standards during the period of recall. Retirees who exceed the Army body composition standards during the period of recall will be placed in the Army Body Composition Program.

G-9j(3) Personnel who cannot take part in PRT because of a profile condition will be placed in rehabilitative and reconditioning programs and, within profile guidelines given by healthcare personnel by supervised by the commander.
