Unfortunately AR 600-80-22 does not require a unit to give an award when a Soldier PCSs or ETSs a unit. In fact there is no such type of award, but this is standard practice within the Army.
The commander has total discretion in the matter.
A loophole in the regulation allows anyone having knowledge of an event to recommend a Soldier for an award…but I assume even if the award was written for period of good conduct the commander would not approve it or downgrade it to a certificate of achievement.
You might want to consider talking with the First Sergeant and Commander one on one to see if you can sway their opinion.
