This regulation sets Army policies and procedures for the Civilian Intelligence Personnel Management System. It is to be used in conjunction with applicable portions of the Federal Personnel Manual and other existing Army regulations in the 690–series on civilian personnel management. The FPM and Army regulations on civilian personnel management apply to CIPMS unless otherwise specified in this regulation, Department of Defense policy, or law.
