a. This regulation sets forth policies for the Army National Guard and Army Reserve regarding—
(1) Postmobilization command and control.
(2) Premobilization selection, accreditation, retention, and training for members of Criminal Investigation Division units of the ARNG and USAR.
b. It also defines command, operational control, training, and support responsibilities by:
(1) Emphasizes policies and standards for selecting, assigning, and retaining persons in Reserve Component CID units.
(2) Emphasizes policies for accreditation of persons assigned to RC CID units.
(3) Provides policies and standards for inactive duty training and annual training to ensure the following:
(a) Development and expansion of the military education and professional qualifications of assigned and attached personnel.
(b) Operational readiness of RC CID units.
