This Change 3 to ER 1130-2-500, 27 Dec 96:
a. Includes additional wording in 6-2.b. stating that deviations from the standards must have prior authorization by the HQ Sign Standards Program Proponent, that authority for deviations is maintained at HQUSACE and this authority should be regard as discretionary, non-precedential expressions of programmatic policy.
b. Adds 6-2.f. stating that EP 310-1-6a and 6b is the sign guidance to use when implementing baseline security posture.
