PURPOSE: This regulation prescribes the policy, requirements, and procedures for the command and control (C2), and operation and maintenance of the Deployable Tactical Operations System (DTOS) for the U.S. Army Corps of Engineers (USACE). The purpose of the DTOS is to provide a pre-configured, mobile, self-sustaining platform for use in emergency operations. It provides an expedient tactical operations and communications platform for forward deployed emergency response personnel.
