Purpose: This regulation prescribes U.S. Army Corps of Engineers (USACE) cost engineering policies, requirements, and procedures for Military Programs. It provides guidance in the development and submission of cost estimates used in the Military Construction (MILCON) programs. In addition, it prescribes procedures for reporting project data and cost estimates based on contract awards for MILCON projects.
