I had a change of rater NCOER that was overdue by 4 months and was finally signed a few days ago and sent up. I found out today that my rater will be leaving to go to the sergeant major academy, and my senior rater will be changing units. Top, does e-mail couseling count in terms of valid and official professional counseling, despite that it is not hand written or typed on a DA 4856 AUG 2010? I have an E-6 disputing that an e-mail to her with detailed counseling is not counseling because the regulation states that a 4856 is used. Please advise... Read the Answer»
I have serveral questions TOP! Can my rater or senior rater place a derogatory comment on my NCOER without me ever having received a counseling statement? Can They falsify my counseling dates and then remove them and my senior rater write in section Ve that the form was not used but that I was verbally counseled? TOP, I have an NCO that was given a Field Grade and reduced to SPC. I want to give him a Change of Rater because I believe he was and could be a good NCO again. My leadership is stating I must give him a Relief for Cause. I understand he made a mistake and his punishment was warranted and he was never "relieved' him from his position. I belong to a special unit and about a month ago I asked a senior leader help me redeploy to a location I have been to before. Now I am experiencing some family issues. The senior leader went off, I even asked if I could deploy to another location to allow me time to fix the family issues.
