When a Soldier incurrs a flag, the system automatically removes them from the Promotion Standing List. This is because they are placed in a nonpromotable status IAW AR 600-8-19, Par 1-10a(10).
HRC has published a FAQ in regards to flagged Soldiers and removal form the Pormotion Standlist List. It is as follows:
Question: Are Soldiers who are flagged automatically removed from the E5/E6 promotion standing list?
Answer: Yes. If a Soldier is flagged the PPW system will remove the Soldier from the promotion standing list and place the Soldier into a NOT Eligible status.
If the Soldier is flagged for adverse action and receives a summarized Article 15 or is exonerated from the initial flag, the BDE/BN S1 will re-integrate the Soldier back onto the promotion standing list. To re-integrate the Soldier follow the steps in the PPW user manual on pages 12-17.
If a Soldier that is exonerated/case closed favorably from an initial flag who would have made the DA Promotion Point Cutoff Score while the suspension of favorable personnel actions was in effect, provided otherwise qualified, the unit S1 will submit an Administrative Records Correction request to HRC, ATTN: Junior Enlisted Promotions. Email request to hrc.tagd.jr.enlistedpromotions@conus.army.mil
If Soldiers are selected for promotion and flagged after the BY-NAME list is posted, there will be a relook of the system for flagged Soldiers prior to the 1st of the month to prevent by-name selection and ultimate promotion.

I was on the PPRL. On April 24 I failed tape. I got an e-mail stating I was on the Slating list for 1March 2013. The reason the orders had not been cut was I was missing documents. My question, will the orders still be cut even though I was not put on AWCP until April 24? Will my unit hold them until I come off AWCP?

What about SSG(P) who have a sequence number? Is it the same preceedings for them as it would be for SPC (P) or SGT (P)?

Yes Article 92 Failure to Obey a lawful order or regulation. You are in the Army till you get that DD 214 so try to keep your nose clean till then.

I am or was a SGT(P), I passed my PT test but busted tape by 1%. Now it is to my understanding that if I am flagged it will be and unfavorable action and I will be place on the AWCP for 90 days and if I dont show improvement I will be processed for chapter. But My question is if I come off the AWCP in good standings will I regain my (P) status or will I have to appear at a board again?

Appear at the board again, if you fail tape again within twelve months of getting off the program it will be an automatic chapter.

I was flagged on 06 Feb 2013 but it was not initiated until after 21 Feb. I made the by name list for SSG. When do I get promoted and if not do I have to go to the board again

You wont get promoted if you are flagged because you lose your promotable status before the 1st, which is when you actually get promoted. This also depends if the flag will be lifted favorably or unfavorably depending on the outcome of whatever your flag was for. You need to get to S1 ASAP to determine which course of action your unit is taking. They will take money back if your paid more than what you were suppose too.

FLAGS, while an S-1 function, always fall into the legal realm also. Promotions are definitely an S-1 function but I will attempt to get this right since your question involves both arenas.
A DA Form 268, Suspension of Favorable Personnel Action, can be signed on one date, but have an earlier effective date. In your case, since your flag was not processed until after the by name list came out and you made the cut-off, your name appeared on the by-name list. However, the effective date of your promotion would have been 1 March 2013. Your S-1 is required to verify all Soldiers on the by-name are eligible for promotion on the effective date.
In your case, your S-1 will identify that you are flagged and your promotion orders will not be cut. You will not be promoted if you are flagged on 1 March 2013.
Now, if your flag is removed favorable before or after 1 March then your promotion on 1 March 2013 should be reinstated and you should receive back pay and DOR of 1 March 2013. (SEE MACKIE’S POST ABOVE FOR REFERENCE.)
As I understand it, you will be removed from the promotion list when flagged, and if your flag is not removed favorably, then you will have to appear before the promotion board again to be placed back on the SSG promotion list.
MACKIE, if I got any of this wrong from the S-1 perspective, please correct me.

I lost my promotable status due to an adverse action flag, I recieved no punishment and it was removed favorably. I would not have made the cutoff for e-5 while i was flagged but my BN S1 is telling me i cant get my “p status” back unless i am re-boarded. Is this true?

(2) IF OTHERWISE QUALIFIED; A SOLDIER WHO WAS FLAGGED FOR ADVERSE ACTION WHICH RESULTED IN A SUMMARIZED ARTICLE 15 OR IS EXONERATED FROM THE INITIAL FLAG MAY BE RE-INTEGRATED ONTO THE PROMOTION STANDING LIST WITHOUT RE-APPEARANCE BEFORE A PROMOTION BOARD.

i was flagged for adverse action and the flag was lifted with no negative actions or favorable. i was promotable prior to this flag but ive heard my status is removed because of the flag. however the flag was lifted with no actions taken. will i get my status back imediatly because no action was taken or do i have to wait? im tryin to re-enlist right now and it seems like one thing after the other is stopping that. on top of all that i was flagged and never recieved and art 15 or negative councelling. can i still be flagged with none of those actions taken?

I just had the same thing happen. I am assuming it was case closed favorably.I waited until the next month to see if it would be restored, but it wasn’t. I ended up calling S-1 and they were able to correct it. It is a 1 min fix. Talk to them and you should see it restored within the next couple days. Best of luck and stay out of trouble!

Do they always put back on promotion standing list or is it case by case?
