a. This regulation establishes responsibility and reporting procedures for implementation of the provisions of Title VI of the Civil Rights Act.
b. Title VI of the Civil Rights Act provides that no person in the United States shall, on the grounds of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance. The law further requires that rules, regulations, or orders of general applicability be approved by the President before they become effective.
