This regulation prescribes—
a. Responsibilities for Department of the Army watercraft program planning, budgeting, and execution, and for ocean, harbor and inland waterway vessel operations.
b. Responsibilities and policies for determining DA watercraft fielded under the total package fielding process, requirements, priorities, distribution, and operations.
c. Responsibilities, policies, and procedures for qualifying Army personnel in military occupational specialties to skill level and vessel type. The basis for soldier maritime qualification is derived from the International Maritime Organization conventions and United States Code as promulgated in the Code of Federal Regulations.
