Purpose: CECOPS provides policy and planning guidance for the continuity of essential operations of the U. S. Army Corps of Engineers (USACE) during an impending or actual national emergency. Although oriented primarily toward a nuclear attack upon the United States, many policies and procedures described herein are equally applicable to other national emergency situations, (e.g., civil disturbances, espionage, sabotage, terrorists incidents, natural disasters, and strategic wars).
