Purpose: This pamphlet is to serve as a training guide for USACE personnel to evaluate the most appropriate contract type for architectural and engineering services, consistent with governing laws and regulations. Selection of the final contract type will lie with the contracting officer. This guide is intended to assist noncontracting personnel who must decide which contracting tool to use in order to accomplish the USACE HTRW mission. This is not a policy regulation or directive.
