I Was Ordered To Sign A Counseling Statement- Is This Legal?

I was given a counseling statement today and was given an order to sign it when I said I rather not. Then I was told if I did not sign it, I would be punished to the full extent possible. I then was order to sign it or I would be violating a lawful order. Can They Order me to sign a Counseling Statement

You cannot be ordered to sign a counseling statement. Signing a counseling statement is your decision and your decision alone. A leader that forces you to sign a document is giving an illegal order. The proper procedure is for the leader to simply insert Soldier refused to sign and if necessary request a witness to sign the counseling statement with a short statement that says something like: I observed SPC___ refuse to sign this counseling statement”.
