Foreword: Few issues are more complex than how to protect life and property without doing permanent and disastrous damage to the environment. In this century, especially in the last 20 or 30 years, the problem has received wide publicity and left few people neutral. That is understandable, for today’s decision about the environment will affect countless millions in the future.
Mainly through its rivers and harbors work, the Corps of Engineers has been engaging in environmental issues for more than a century and a half. Because the Corps has the responsibility for ensuring the navigability of the major rivers of the country and is also the nation’s primary flood control agency, much attention has focused on its activities. This bibliography is a detailed compilation of publications relating to the Corps and the environment, excepting highly technical research and development monographs. It will be of value to people both within and outside of the Corps. In particular, it should serve as a research tool for historians, political scientists, environmentalists, and water resource developers.
