Counseling statements are a formal record of an event. There is no expiration on a counseling statement. They are disposed of in accordance with the directions located on the footer of the DA Form 4856. This statement reads in part that the form will be destroyed upon separation, retirement, reassignment, PCS, or ETS.  It also states that if the transfer is of a rehabilitative nature all counseling records will be forwarded to the gaining (destination) command.
